Yet here the fact that democratic publics do not always have fully
formed preferences is an advantage as well as a risk. The challenge of democratic
leadership involves educating publics about important issues that may not be obvious to
them, and inspiring them to make collective efforts to overcome collective action problems.
As the literature on deliberative democracy makes clear, citizens can significantly shift their
preferences, faced with new information and evidence about pressing issues. The
democratic citizen that is capable of being “fact-regarding, future-regarding and other-
regarding,” is not simply a myth.

Danach folgen dann viele schöne Worte mit dem Vorschlag das bestehende UN-organisationen (GEF,UNEP) Kompetenzen ("capacities and responsibilities") erhalten sollten in alle Länder dieser Erde hineinregieren zu können.

Wie der Zufall so spielt haben wir solches in der EU ja schon realisiert. In Brüssel werden Gesetze und Verordnungen gemacht, von denen sich die örtlichen Politiker distanzieren können aber dann dennoch 1000 Gründe finden diese dann doch zu realisieren bzw. die Diskussion darüber gar nicht erst hochkommen zu lassen.

Und das ganz beruht ja auf einer Handvoll Lügen.
